Kolkata Traffic Police, led by the Headquarter Traffic Guard, launched a special drive around Dalhousie, Esplanade and Bowbazar on Friday, asking even e-scooterists to wear helmets, although this class of two-wheelers is not covered by the Motor Vehicles Act. No punitive action, including the enhanced fines, can technically be slapped on them
